vApp startup questions

Hi I'm self-learning vSphere and met questions about vApp startup sequence. In normal situation I can create a vApp in vCenter and define the startup sequence of multi VMs, when manually start/stop the vApp it should works fine. If the vApp is really important that I need it to be startup automatically right after the esx host boot (think about after a power outage problem all esx host boot again) even before vCenter VM up and running, how can I make it?My understanding is the vApp startup sequence attribute only take effect under vCenter.

My thought is first I should define a "keep virtual machines together" rule in DRS attribute, because if VMs located in difference host it's no possible to control the startup sequence, then in ESXi host configuration tab to setup these VMs to "start and stop automatically with the system" and also define the sequence and startup delay time same as what I set in vApp, then these VMs can be startup as expected even when the vCenter not available.

Am i right?
