Determining Memory shares for a sibling VM when Resource Pools are used

If I have a resource pool with 1000 shares and 10 VMs, and one other VM with 4GB of RAM which is not in a resource pool in the same compute cluster, how do the number of memory shares get calculated for the sibling VM?
