software installations going to other users as well

Some strange behavior I'm wondering of anybody else has seen...

I wouk for a large company that has a web application for installing desktop applications (an app store). I manage a vCloud Director 1.5 environment that includes a Virtual Development Environment that consists of a number of developers who create their own vApps containing a single Win7 VM from a template I make available to them through the public catalog. This is a new service that is really in the early stages of production - the developers and I are still road testing it and getting to know it.

One of the developers went to the app store and installed a program, and we were all surprised to see that everyone got it. Yet we know that other changes that are made to the individual VMs do not propagate to other VMs - such as development projects and desktop settings. It does seem to be limited to software that comes from the app store.

Several possibilities occur to me. The first is thet the app store is seeing all the VMs as the same box. I'm not sure how this could be since the VMs have unique names. Another is that it is because the VMs are linked clones. I shudder to think of the cost in terms of disk space if I had to consolidate them all to prevent the propagation.

Thanks for looking!
