cannot import vapp to vcenter or directly to a managed host by vcenter

i have a problem with vcenter, i cannot import vapp via vcenter or directly

haTask-ha-root-pool-vim.ResourcePool.importVApp-3798

Access to resource settings on the host is restricted to the server 'x.x.x.x'

i see something that reference HA, but HA and DRS are disabled to trying to solved this issue
